Lvl 96 and 98 spells

First of all CAN we get the spells at these lvl cause i saw a post ice gets ice fist on lvl 96.
Second of if we can get spells on lvl 96 and 98(I am lvl 96) What are the requirements for it?

PLEASE I am desperate for help!
