star school:

-must be level 84+;
-must have completed "midnight sun" in zafaria;
-must have completed "king of fang and claw" in azteca.

sun school:

-must be level 86+;
-must have completed "thorn in my pride" and "third star to the left", both in azteca.

moon school:

-must be level 88+;
-must have completed "turn up the sun" and "in my eyes", both in azteca.

if you don't meet the requirements, you won't get the spell.
so check your quest journal and do what needs doing, young wizard.
