Tanglewood Way Ain't So Welcoming

I went to Tanglewood Way in Wysteria to get Nalia's wand, then I talked to the Sergeant Harvey, and after that, I can't enter Tanglewood Way again. Is that supposed to happen

Firstly, I did mean the passageway. Secondly, I realized after getting Nalia Dunestrider's wand, you don't go back in until you have to defeat that guy for the Spiral Cup trophy back.
