Well there maybe a few reasons - 1. most wizards don't have enough gold at that level anyway. 2. if a wizard remains free play or decides they do not like the game housing storage isn't wasted. 3. making it available early may make some resentful that they can not afford it yet.
I am sure there are more reasons but it does seem practical to me since most of my wizards even with gear assist from my higher level wizards don't have enough gold for housing until mid 20's level or so.
