It's Balance's level 58 pet quest, which requires you to meet 3 criteria. You must:
1) be level 58; 2) complete your level 48 spell and pet quests; and 3) complete the quest "Nordrilund Exposure", which is given by Grandmother Raven in Wintertusk.
Once you meet all 3 requirements, Alhazred will summon you.
