yes it is for lvl 25 wiz but whatcha talkin' about i the first part?
Apparently Mailstaire is a former cup champion, so in addition to having his portriot done they either keep or make a replica of the wand used by the champion. Sadly some of the more interesting ones have not been made available, such as the glowing orb for player use.
