Shield health a what if discussion

So there are many shields that deal with cutting away different percentages of incoming damage. What if shields were to have some health on top of that? Example:

Tower shield: health= 25 points and -50% to next attack

So if the shield is hit with a wand for 100 points, first it has to bust through 25 points of damage and then the -50% takes effect, so it would be -50 of 75 incoming damage from the wand strike.

Just wondering, how do you think this would affect certain spells?

Some spells like fire elf, poison and myth double hits have a small initial tap before the bigger damage rolls in. What can you see happening if something like this were in play from the beginning?
