Yes there is, you can farm for you 68 gear by going to all hardish bosses and farming, there may be a guide on wizard101 central if you want to look there.

Waterworks is better than level 68 gear so far.

Will they ever come out with level 70 gear? Will it be better then Water Works gear?

The new level 70 gear has come out and it still is not better then water works gear besides in health and cri. Considering how many times cri comes around i doubt the new gear will make a difference. :(
