What do you mean? You make absolutely no sense at all. Do you mean Instead of 1/2 pips you get 2/3 pips?
He means that wands that give +1 pip, they only count for begining of battle. This wand would give you a pip each round meaning you could get up to 4 pips per a round.
I already suggested that for the +1 pip each time you use the card, you get a pip. Since, they didn't add the percent sign. An additional pip each round is not reasonable.
