Negral Dispel Observation

I was fighting Negral on 12-06-2011 around 10:00 a.m. est and I cast Snow Angel on him. This spell fizzled and the next round I casted another Snow Angel on him that was successful, but he didn't put any ice dispel on me as he should have.
