I don't believe this would work. You're judging spells by pip cost alone. Storm is the school of high damage, thus Triton, which deals 795-875 damage, as supposed to stormzilla's 650-730, would be the logical choice for lvl 38. Gives storm a strong special attack. Other schools are only supposed to get SOME of their secondary schools benefits, not ALL of them. Now for storyline reasons: The Great War occured between the Giants, Dragons, and Tritons, and only the respective schools may summon them. It's why Dragon isnt trainable and etc.
