I want to fight Oakheart to try and get a life pet, but I can't do the quest to get him.
I've tried and checked every single place in Mooshu and every single NPC atleast 4 times to try and see if I see a "!" but I haven't been able to find one. I tried looking for a solution, but I was not able to find one. Help, please.

Cave of Solitude 1. I’m Cursed (from Mossback) 2. Rock On (from Mossback)
Kishibe Village 1. Wear Your Gloves (from Mossback)
Village of Sorrow 1. Tainted Forest (from Wavebringer) 2. Forest Spirit (from Wavebringer)
Tree of Life 1. The Great Forest (from Oakheart) 2. Everlasting Forest (from Oakheart)
“Everlasting Forest” quest will give you access to Oakheart in the Jade Palace!
The one that's missed most often is the Tree of Life, as Oakheart is off the beaten path. When you reach the Tree of Life, you can locate Oakheart on your map.
If all of these are already done, then your quest is bugged, and you'll need to send in a ticket to Support.
Ya, as Colagada stated you have to find and complete all the preceding quests in the Mossback/Wavebringer/Oakheart line in order to get the quest to fight him. You must have missed a quest somewhere in the chain.
