I am a level 28 Diviner just got tempest. I have the big Ben quest. Is 28 a low level to go to mooshu? Will I be ok there or should I do side quests and level up?

If you do all sidequests (aside from Grizzleheim, Sunken City, Tomb of the Beguiler, Kensington Park, and crafting) you should be about level 35 by the time you reach Big Ben. I suggest you complete as many other sidequests as you can, so that you can get more levels, and have more spells and better gear available for MooShu.

It's always recomended to do side quests. You're going to have to, eventually, if you want to be high enough a level to go to Celestia.

how many side quests did you skip.
did you even THINK about collousus, sunken city, or the tomb of the beguiler.

i was level 28 in HYDE PARK
i got big ben at level 35
i even had trouble in ms at level 36
if you dont level any more than the rate your at now, you will be in ds by level 37

all i can say is level up about 6 or 7 more levels.
