Almost all schools have a dot spell over time damage, which can do a lot of damage and not having to worry about shields. Fire Death Ice and even Myth!
Storm attacks are always stop by shields, no matter how may times storm attacks a shield will always block the damage. Ice don't really have to worry about that, which kinda makes ice pretty strong.
