KI staff can probably answer this better, but yeah you pay for each account.
I have the family account and currently pay for 3 subscriptions.

Each account must have its own Membership. You cannot pay $9.95 for one Membership and have Membership access in all sub accounts within the family.

A family account group is eligible to receive a discount on a Membership when 2 or more accounts are subscribed to a Membership. In other words, when you purchase 2 or more Memberships the price is $6.95 per account per month instead of $9.95.

PS: There are no volume discounts for yearly subscriptions - just wait for the 1 year $59.99 sale!

For when you transfer a character from one account to the other, you know how each account needs to have had at least a year of subscription if you made the account and then bought the $60 year subscription does it count??
