Halston Balestrom's and Walter Chaplin Quest

I was given a quest from Halston Balestorm to go see Walter Chaplin In Marleybone. I went to Chaplin three times and he never responded to me.
Did amyone else have this problem? If so will you please tell me how to resolve it.

Mr. Chaplin directs you to to the Spiral Geographic Building ("The Warehouse"), a tough tower with cheating enemies. This is an optional quest.
