i am not sure if this has been asked before but i know that in the grotto and other places we are under water! but i need to know... HOW DO WE BREATH?

Before you earn access to the Grotto, you go through a series of quests for a "underwater breathing device". After you complete this quest, you are able to use the device (I wasn't paying close attention so I don't know exactly how).
In one of the quest at the Survey Camp you were asked to use a device that was used to help you braeth under water. You might have not read what the NPCs had said.
