I'm a level 31 Ice. I thought at level 28 I would receive my Ice Minion. Never got a message/quest to go see Professor Grayhorse . I've double checked all current quest history and it's just not there (the quest). Now what?
A requirement for Level 28 spells from most schools is that you have the Level 18 spell first. That's the "Ice Armor" spell. To get that, you need to do the Level 12 quest, which gets you the Ice Prism. All of these start at Lydia Greyrose. Go see if she has something for you to do.

Have you went and visted Professor Grayrose, because i know that they don't always call you as soon as you get to level *8.
