I have only found the card packs in the Crown Shop. :-(
No. You can be lucky and find cards as drops from bosses - though so far I have only seen the Prevent Pests spells drop as treasure cards. The only way of obtaining the other cards is by buying the Green Thumbs pack.
My brother was just battling in Celestia, then when he went to garden and he saw that he had a treasure card. I think they are probably rare drop from battles, but not sure where, sorry.
