A problem With Toshio

I finished the MooShu crafting quest, and Toshio still has the grey question mark over his head and it wont let me finish the quest. HELP!

If you finished the rings and dirks, Toshio will then direct you to Balthazar Dragonthorn in Dragonspyre for the next Crafting quests. Until you visit and talk to Mr. Dragonthorn, Toshio will show a question mark.
