They are from giftcards only I believe and one gives Firezilla card then there is another kind I think called Burnzilla that gives one FireBlade card :)

NPC's don't go shopping or have pets and they don't breed them in the pet department so if that's the only two places to get one then this is another instance of enemies in this game cheating.
