Heck hounds do not factor in armor-based damage percentage bonuses when cast, although defensive percentages still count. If I cast a one-pip heck hound on an opponent with zero fire resist and I have zero fire damage bonus, it does 40 a tick. If I cast a one-pip heck hound on an opponent with zero fire resist and I have 30% fire damage bonus, it does 40 a tick.

This is not just a general x/pip problem, because tempest factors armor bonuses upon cast.

Is this a bug or is it working as intended?

Blades work on this spell, as well as traps, etc. I think for some reason clothing based does not. Not sure if it is a bug.

I am a level 37 pyromancer so I have heck hound and with one pip it dose more than 40 per turn with no blade or trap because i have clothes that give fire boost

I reported this as a bug to KI some 3-4 weeks ago. Scald and Heckhound do not use your clothing damage boost percent. KI said they will look into it :D
