Did you talk to the guy (forgot his name) in the map room first? He gives you a few different quests to do, then he tells you to explore the staff on the platform in that room. You didn't say if you finished any of the quests for the Throne Room of Fire yet. After you finish the quests, you just walk up onto the platform and you will see what happens with the staff.
