Why not water?

Well as a Storm Wizard I can easiley answer that.

Storm is already partially water. It is a mixture of water, air, and electricity. The three components of a perfect storm.

Plus, it is a better relationship between fire and ice. Fire melts ice, and ice melts into water and puts out fire.

I know it is complicated but that is how it works.
