You can either hit the letter "T" to toggle the quest helper arrow on and off or you can go to the settings menu in your spell book. Under the game play option there will be a choice for 'on' or 'off' next to quest helper.
Reminder: If you had your quest helper on and are doing the quests for Jack Hallow in the commons you will not be able to use the quest helper arrow for them.
