You get access to the Krokospinx when you complete all of the story line quests in Pyramid of the Sun. They'll tell you to see Major Talbot and he gives you access.
Path Two: The shortcut. Find a friend who has done his missions and can go to the Krokosphinx. Port to him. Of course, this method only gets you to the Balance school. They're not going to talk to you there unless you have done all your missions.
